NYX Vivid Brights ($6.99) are amazing, colorful, and affordable options for liquid liners. I already have four in my current collection: Vivid Fire, Petal, Sapphire, and Halo.
They're ULTRA pigmented and the brush is really noob-friendly. It's not too long and floppy (think NYC's black liquid liner) and you can get a precise flick or line if you wipe off the excess product on the rim of the tube. A minor con: they can flake off if you insist on layering the color. Since they're so pigmented, it's really dependent on your skill level to make sure that you don't pile on layer after layer. They last all day and give off a matte finish.
I have yet to seen a cheaper and better performing colored eyeliner. BUY ALL TEH COLORZ!!
